When have most of these claims companies taken any notice of the law?

They will continue to do what they do now which is to flout the law as it has never been rigorously applied with the reason being put as a lack of funding for the enforcement agencies. Now if agencies were allowed to take a percentage of recovered monies from the scammers, then they would become more motivated to succeed and have the financial means to pursue more fraudsters. Simple, logical and although victims would not get all they lost back they would at least get a percentage back which is better than the present situation where very little is ever recovered.
